Rentel offshore wind farm is an offshore wind concession in the Belgian North Sea 34 km from Zeebrugge. This pre-construction project is hoped to be a significant investment for its owners, the Otary Partnership.

Consisting of eight Belgian Companies, each with a share of 12.5 per cent, the Otary Partnership together own Rentel N.V. which is the developing company for the offshore project.

With 42 turbines, supplied by Siemens, the 309MW project will provide power to 300,000 homes annually and is expected to be providing power to homes for at least two decades.

The selected model: the Siemens SWT-7.0-154 provides 7,000 kW of nominal power over a swept area of 18,600 square meters. Grounded on monopole foundations, the robust technology proves how updating on a proven and successful predecessor can be cost-effective.

Rentel Wind Farm Construction Begins in 2017

In October 2016, the partners involved in the Rentel wind farm project announced that a financial close had been reached. Construction will begin in spring this year in line with Rentel’s preliminary planning timeline with first power being fed to the grid in May 2018. Andrea Durrheim reports.

Who is behind the project?

Otary is a Belgian knowledge centre for offshore wind energy that develops, finances, constructs and operates offshore wind parks in the Belgian North Sea and possibly also abroad. Otary will focus on the development and construction of 3 Belgian offshore wind projects Rentel, Seastar and Mermaid, which represent a total capacity of 800 MW and are to be constructed in the next few years. The 309 MW Rentel offshore wind project is the first project to be developed and is currently under construction.

All shareholders have a significant track record in offshore wind projects in the North Sea. By joining forces, Otary became a strategic Belgian, knowledge and competence centre for the development, construction and operation of offshore wind farms.

Rentel Wind Farm Specifics

The Rentel wind farm will be constructed in the Belgian part of the North Sea about 34 km off Zeebrugge and 40km from Ostend, the location of Rentel´s headquarters. It will consist of 42 Siemens SWT-7.0-154 turbines with a power boost feature increasing the wind farm’s total capacity from 294MW to 309MW. The direct drive technology used in the turbines connects the rotors directly to the generator with no intervening gearbox system, reducing the need for maintenance and lowering the lifetime costs of the wind farm.

The Siemens B75 single-piece cast blades to be used for the turbines are amongst the lightest in their class. They are the largest fiberglass objects ever to be manufactured in one piece. At top rotation speed, the blade tips will move at 290km per hour. The wind turbines will be installed and maintained over a 17-year contract period by Siemens. The turbines have a hub height of 106 metres and a rotor diameter of 154 metres, making them the largest turbines in the Belgian North Sea to date.

Dredging International (DI)designed and procured the foundations and will execute foundation installation and infield cable-laying activities with the cables and cable accessories being designed, manufactured and supplied by Norway-based energy and telecom cable specialist Prysmian. The Sif/SmuldersGroup has been awarded the contract by DI to manufacture and supply the monopile foundations and TP´s for the project.

After passing through an offshore substation, the energy will be transferred to an undersea cable which will make landfall at Zeebrugge where the power is injected into Belgium’s national grid by the country’s transmission operator Elia. The offshore substation will be fabricated by STX Europe, a shipbuilding and offshore construction company, and the 220kV undersea export cable will be manufactured and installed by Swedish power transmission specialists ABB, now NKT.

Currently, Elia is completing stage one of its offshore plans through the consolidation of the onshore grid with coastal assets. Elia is currently constructing a large substation in Zeebrugge and a 6000 MVA connection with the 380 KV-ring infrastructure of Elia in Zomergem, allowing the offshore wind farms to evacuate their power. In the longer-term, Elia is looking to expand its offshore grid to provide capacity to the Mermaid and Seastar wind farms (amongst others) and develop the technologies to add later projects and to connect with its neighbouring energy partners such as the UK and Sweden. Commenting on the Elia Group’s engagement with both renewable energies and its European neighbours, Chairman of the Board Miriam Maes said “The Elia Group’s companies are […] playing an active role in drawing up European grid development plans. […] The opportunities afforded by European policies on energy, climate change and infrastructure are taking the form of ambitious investment plans in Belgium and Germany, intended to upgrade the respective national grids, develop ‘electricity highways’ and establish international interconnections to carry renewable energy from where it is generated to the consumers who will use it.”

Chris Peeters, Elia’s CEO expanded on these plans commenting on some of the details of Elia’s projects: “Key decisions taken included that to invest in a direct-current (DC) interconnection between Belgium and the United Kingdom (the Nemo project) and that to install a fourth phase-shifting transformer on the border between Belgium and the Netherlands to enable international-trading flows to be monitored more accurately. Among other projects, the Elia Group also continued work on building an interconnection between Belgium and Germany (the ALEGrO project) and on implementing investment plans in Belgium and Germany. These various projects form part of a wider scale investment programme.”

After its completion by the end of 2018, the Rentel wind farm will generate 1.100GwH of electricity annually.

Investment and Employment


The consortium will be investing €1.1 billion in the project which will generate enough clean energy to power 300.000 Belgian homes. Rentel CEO Nathalie Oosterlinck says that the October financial close was an important milestone. “Thanks to this investment, we not only contribute to achieving the international, but also the Belgian climate objectives. By 2020, 13 per cent of our produced energy will have to be renewable. Half of it will come from offshore wind energy. By investing in local power stations, we reduce the need to import electricity. This increases Belgium’s energy independence. Furthermore, the realisation of the new wind farm generates approximately 1400 direct jobs and another 1400 indirect jobs during development and construction. During the exploitation stage, 100 permanent jobs will be created.”


Rentel Wind Farm: a vital part of Belgium’s clean energy strategy


Belgium is powering its way towards its clean energy goals with three offshore wind farms: Rentel, Seastar and Mermaid. Of these, Rentel will be the first due for completion and will also have the greatest energy generation capacity. Rentel will be completed by the end of 2018. The realisation of the Mermaid and Seastar projects is depending on the agreement Otary needs to find with the Belgian government on the Support mechanism, which, after recent tenders in the European market, have shown a dramatic decline.

As the most ambitious of the planned wind energy projects, Rentel has a significant role to play in the provision of renewable energy for the Belgian national power grid. The project is off to an auspicious start, with financing having been obtained from nine banks, including the European Investment Bank, on schedule. The real action begins in spring this year when construction commences.

Once commissioned, the Rentel wind farm will reduce yearly CO2 emissions by 440,000 tonnes, and SO2 emissions will be reduced by 10,000 tonnes representing significant progress towards Belgium’s clean energy goals.
